Background/Description of Requirement
PURSUANT TO FAR Subpart 5.2—Synopses of Proposed Contract Actions, THIS IS A PRE-SOLICITATION NOTICE OF A PROPOSED CONTRACT TO ACTION.   

The National Institute on Drug Abuse (NIDA), Office of Acquisition (OA) at the National Insitutes of Health (NIH) on behalf of the National Center for Advancing Translational Sciences (NCATS) intends to negotiate and award a General Services Administration (GSA) Federal Supply Schedule (FSS) delivery order (DO) for a Milli-Q IQ 7000 purification system and installation. This DO may include approximately $16,907.16 in open market items and services not on the vendor’ GSA FSS schedule.

The open market items and services included on this GSA FSS DO must be compatible with the Milli-Q IQ 7000 purification system because the purification system is a highly specialized water purification device that must (1) integrate with existing laboratory equipment and monitoring and control system; (2) be consistent with other Millipore Sigma devices already in use; and (3) meet requirements for water purification.

The intended procurement is classified under NAICS code 334516, Analytical Laboratory Instrument Manufacturing, with a Size Standard of a 1,000 employees.

 

REGULATORY AUTHORITY

The resultant contract will include all applicable provisions and clauses of the Federal acquisition Requlation (FAR) currently in effect at https://www.acquisition.gov/ 

STATUTORY AUTHORITY

This acquisition is conducted under the authority of the Multiple Award Schedule Program. Consideration of schedule contractors will be restricted only to items peculiar to one manufacturer as provided in FAR 8.405-6(b).

DESCRIPTION OF REQUIREMENT 

Project Description

Background Information and Objective: 

The National Center for Advancing Translational Sciences (NCATS) is a part of the National Institutes of Health (NIH), which mission it is to catalyze the generation of innovative methods and technologies that will enhance the development, testing and implementation of diagnostics and therapeutics across a wide range of human diseases and conditions.

The NCATS Functional Genomics Laborary (FGL) requires a Milli-Q water purification system for use in the labs. Milli-Q purification systems are essential laboratory equipment for researchers to obtain high quality ultra pure water for applications in cell culture, elemental analysis, chromatography, PCR, DNA sequencing, electrophoresis, and blotting. Overall this project will support ongoing work for small molecule and combination screening, in silico virtual screening, nanobody/antibody design and optimization that are part of NCATS’s ongoing work to support the pandemic response.

Salient characteristics 

The Milli-Q® IQ 7000 purification system

• Dispensing mode with special drop-by-drop finish to meet calibration mark

• System must be able to consistently and reliably produce 18.2 MΩ·cm (at 25°C) ion-free water at the sub-ppb level

• Daily product water usage from 1 L/day - 250 L/day

This synopsis is not a request for competitive proposals, however, interested parties may submit a capability statement for consideration.  

Responses to this Notice must include clear and convincing evidence of the offeror’s capability of fulfilling the requirement.

In addition the Unique Entity Identifier (UEI), the Taxpayer Identification Number (TIN), and the certification of business size must be included in the response. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov

A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.  The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement.
